The Coalition for High Performance Recycling (CHPR) is a diverse group of consumer brands, environmental nonprofits, material manufacturers, packaging suppliers, and trade associations united in our mission to improve recycling systems across the country.
Together, we are driving the future of recycling with policies that promote Extended Producer Responsibility (EPR) for packaging and paper products, and Recycling Refunds (RR) — also known as Deposit Return Systems or “Bottle Bills” — for beverage containers. This collaborative approach enables high performance recycling, benefiting our economy and our environment.
CHPR works primarily in states that are currently exploring EPR for packaging legislation.
Several states are currently contemplating changes to their recycling and waste management systems because they are failing to increase recovery and recycling rates or meet recycled-content goals set by both the public and private sectors.
CHPR’s comprehensive approach combines EPR and RR proposals, based on documented best practices from the highest performing recycling systems. This integrated approach aims to significantly enhance the quality, quantity, and reuse of recyclable materials while prioritizing consumer convenience, efficiency, and effectiveness.

Reduces landfilling, litter, and pollution by encouraging proper disposal and recycling, leading to healthier and cleaner communities and surrounding environments.
Encourages Accountability
Ensures that industry is responsible for the lifecycle of their products, driving innovation in packaging, product design, and waste management solutions.

Reduces energy consumption and carbon emissions by repurposing materials and increasing recycling rates, minimizing the need for processing virgin materials.
Promotes Bottle to Bottle Recycling and Creates Jobs
Shifts to a system where materials and products are redeemed, recycled, and repurposed, fostering bottle to bottle recycling and long-term growth in packaging and domestic manufacturing.
Reduces Government and Taxpayer Spending
Alleviates financial burden on governments and taxpayers by minimizing waste management costs while creating new jobs in manufacturing, recycling, and waste management.
Supports Statewide Climate and Environmental Goals
Contributes to climate goals and objectives by increasing recycling rates and lowering greenhouse gas emissions.
Comprehensive Implementation
Programs should be implemented concurrently at the state level.
Industry Responsibility
Programs should be established and managed by industry, allowing for accountability and flexibility on the design and implementation.
High Performance Targets
Programs should include ambitious but achievable requirements and performance targets that cover the quantity of recovered material.
Respect for Individuals and Communities
Programs should incorporate best practices that promote access and address environmental and health concerns across communities.
Coordination, Convenience and Cost Efficiency
Programs should provide diverse redemption and return options, enhancing convenience, cost efficiency, and effectiveness without raising taxes.
